ChatGPT Ads Are Live in the UAE: What Advertisers Should Know

OpenAI's Ads Manager now lists the United Arab Emirates as available for self-service. That means a UAE-registered business can open a ChatGPT advertiser account, verify its legal entity, and start testing paid placements inside ChatGPT.

For founders and marketing leads in Dubai, Abu Dhabi and across the Emirates, this is a new discovery surface sitting next to search and social. It is still in beta. It will not replace a working Google or Meta programme overnight. It does open a channel where people ask for recommendations in full sentences, not just keywords.

At Grassroots, we are expanding ChatGPT ads for agency clients as part of our paid performance work. Below is what launched, why it matters here, and how we are approaching early tests.

What launched: ChatGPT Ads for UAE advertisers

ChatGPT Ads are sponsored placements that can appear below a ChatGPT response. OpenAI's Help Center is clear on the basics:

  • Ads are labelled as sponsored and visually separated from the answer.
  • Ads do not influence what ChatGPT says. Advertisers cannot shape, rank or alter the model's response.
  • Ads may appear for users on Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not see ads. OpenAI also does not show ads to accounts identified as belonging to people under 18.
  • Conversations stay private from advertisers. Brands receive aggregated performance metrics such as views and clicks, not chat history or personal details.

On the buying side, OpenAI's Ads Manager availability table currently lists the United Arab Emirates as Available for self-service. The rule that matters for eligibility: the legal entity that advertises and is billed must be based in a listed country. Sign-up runs through ads.openai.com.

Trade coverage (including Index Lab and UAE practitioner write-ups) reports that the UAE, Saudi Arabia, Israel and Turkey were added to that self-service list around mid-September 2026. OpenAI's own availability page confirms the UAE is live for Ads Manager today. It does not publish a separate dated "UAE launch" newsroom post in the same way earlier pilots were announced, so treat the mid-September chronology as trade-reported rather than an OpenAI press date.

Practical buying notes (worth checking in your own account)

ChatGPT Ads are in beta. Ads Manager supports core campaign creation, billing, reporting and conversion measurement, alongside CPC-style buying and other objectives. OpenAI's campaign guidance currently covers:

  • Objectives: Views (CPM), Clicks (CPC), and Conversions (with click or impression billing options).
  • Budgets: Campaign-total or daily. A daily budget is paced as an average over a seven-day week.
  • Minimum daily budget for AED accounts: 65 AED, per OpenAI's published minimum campaign spend table. That is a platform floor, not a sensible test plan on its own.
  • Home-country limits for some new accounts: Some new self-serve accounts can initially advertise only in their home country until identity verification is approved and a required level of home-market spend is reached. Confirm what your account allows before you plan cross-border targeting.

Category rules still matter. OpenAI's ad policies say the early programme focuses on consumer verticals such as lifestyle and household goods, local services, travel and experiences, and digital products or education. Financial services and health services advertising outside the United States are generally prohibited. Legal services advertising outside the US is currently prohibited. If your offer sits in a regulated category, check policy before you budget for a test.

Why UAE advertisers should care

1. Intent shows up as a conversation

Search captures people who already know what to type. ChatGPT often catches them earlier, when they are still framing the problem: "We need a lead-generation partner in Dubai for a fitness brand, mid-budget, who can move fast." That is commercial intent wrapped in context. Matching against that kind of language is different from bidding on exact keywords.

OpenAI's own product FAQ describes ad selection as a mix of conversation context and intent, landing page and creative quality, advertiser context hints and targeting, and (where personalisation is on) select signals from the wider ChatGPT experience. Relevance still wins. A high bid with a vague offer will not save a weak landing page.

2. It complements Google and Meta, it does not replace them

If you already run search or social efficiently, treat ChatGPT as incremental reach into a conversational moment those platforms do not own. Keep your proven channels intact. Carve a bounded test budget. Compare cost per engaged visit and cost per qualified lead on the same tracking stack you already trust.

3. Timing still favours careful early tests

Self-service access for UAE entities is new enough that many categories will still be learning the format. That window does not last forever. The advantage is not "cheap clicks forever". It is room to learn creative that fits conversational intent before every competitor in your vertical has a template.

Be sober about beta realities. OpenAI states there are not yet published performance benchmarks across advertisers and industries. Delivery and spend can fluctuate while the platform evolves. A useful first test answers one question cleanly: does conversational discovery produce qualified demand for your offer in the UAE, at a cost you can live with?

  1. Eligibility and offer fit. Confirm the legal entity, billing currency, category policy and whether the product is a good match for conversational discovery (clear problem, clear next step, credible landing page).
  2. Structure. Separate campaigns by objective and market. Start with Clicks when you want a readable cost-per-visit benchmark. Keep naming and UTMs tidy so ChatGPT traffic is comparable in GA4 and your CRM.
  3. Creative for context, not keywords. Write headlines and descriptions around the problem someone is solving, not only the service label. Pair them with a landing page that continues the same conversation.
  4. Budget with learning room. Respect the 65 AED daily minimum, then fund enough delivery over two to three weeks to read signal rather than noise. Adjust from there.
  5. Review and iterate. Watch review status, verification, delivery and lead quality. Pause what is irrelevant. Scale what converts.
